1. Background
Solar Opportunities Indiana (SOI) is a statewide coalition of organizations and local governments that
includes Indiana Solar Equity for All Alliance, the Cities of Gary, Indianapolis, and Fort Wayne, Energy
Matters Coalition, Faith in Place, Earth Charter Indiana, Indiana Energy Independence Fund, Solar United
Neighbors, Citizens Action Coalition, Black Sun Light Sustainability, Indiana Community Action
Association (IN-CAA). Funded via an Environmental Protection Agency Solar for All (SFA) award, SOI
will provide access to customer-owned and community solar for income-qualified residents across
Indiana. As a coalition member, Earth Charter Indiana (ECI) coordinates SOI’s outreach and
communications as well as leverages its statewide network to promote SOI opportunities.
2. Purpose & Goals
In compliance with EPA requirements, Earth Charter Indiana must solicit a minimum of (3) quotes for
procurement requests under $250,000 (this is not the project budget, but a cap for administrative rules).
ECI seeks to engage an Indiana-based website development business with strong skills in maintaining
websites, addressing digital security and accessibility, providing solutions for digital outreach needs, and
integrating digital tools. (Note: Information on the eligible beneficiaries of SFA funds can be found on
EPA’s program page.)
The goals of the SOI website is to:
● Share information about Indiana’s SFA program and related activities and events with the public,
including potential applicants.
● Increase community engagement and participation in solar energy and energy efficiency
programs.
● Allow interested residents to receive updates on the program, determine eligibility, and apply to
the program.
● Provide links to other opportunities for all residents to participate in existing programs to lower
energy costs.
● Share opportunities for businesses to support the work of implementing SOI programs.
● Maintain strong digital accessibility for the visually impaired and for non-English speakers.
3. Scope of Work
The selected firm will be responsible for the following tasks:
A. Maintaining the SOI Website
● Provide updates to the Wordpress site architecture and design new pages as needed.
● Update and respond to security features.
● Assess and improve accessibility for the visually impaired and non-English speakers.
● Resolve technical issues with the website functions.
● Respond quickly to Coalition members’ needs for updates to the website.
B. Integrating Forms and Media
● Create a seamless user experience between the SOI website and the third party
application portal.
● Design webforms and other input features.
● Create spaces for Coalition members to share media and resources.
● Facilitate social media integrations.
C. Create new pages for SOI Input:
● Develop digital spaces for theCoalition to add content to the website.
● Troubleshoot formatting issues and resolve errors.
● Maintain a consistent look and feel across the web platform.
D. Provide analytical feedback on website use.
● Define key performance indicators (KPIs) to measure website traffic.
● Share information on our digital audience and website use.
● Provide guidance on how to improve our user experience and accessibility.
4. Service Agreement Timeline & Term
This one-year agreement is anticipated to begin in May 2025. ECI will entertain annual contract renewals
and/or negotiations with the firm until 2029, dependent upon successful completion of scope of work, the
availability of funds, and the Coalition’s needs.
5. Proposal Format
Interested firms should include the following in their responses. Responses should be submitted in PDF
format and be limited to no more than 10 pages. Embedded hyperlinks to showcase past/current work are
acceptable.
● Executive Summary: Provide a summary of your firm, experience in designing attractive and
user-friendly websites, providing a high standard for digital accessibility, familiarity with
Wordpress, and expertise in online security.
● Staff Composition: Identify members who will work on this project, their roles, and relevant
experience.
● Past Work: Share any suitable examples of previous assignments related to developing and
maintaining websites, especially those that are federally digital accessibility compliant. Include
how you measured outcomes for these clients.
● Approach: Outline your approach to delivering the services, coordinating with clients on
necessary updates and resolving technical issues.
● Budget Proposal: Provide a budget breakdown, including costs for each service outlined in the
scope of work, any additional fees, and the billing structure. If your proposal charges for any
services on a per-unit basis (e.g. per hour), please provide an estimated number of units.
